Preheat oven to 425°F. Cut each potato lengthwise into 12 wedges and place in medium bowl. Add olive oil, salt, and pepper, then toss to coat. Spread on baking sheet in single layer.
Bake 20 minutes. Turn potatoes. Bake 10 minutes. Push potatoes together on baking sheet. Sprinkle cheese over potatoes. Bake 5 minutes or until cheese is melted and potatoes are tender.
Meanwhile, place mayonnaise, rosemary, lemon peel, and garlic in pitcher of KitchenAid blender. Cover and blend on medium speed 10 to 20 seconds or until smooth. Serve with potatoes.
