Lay out 24 whole ruffled potato chips on a baking sheet lined with parchment paper.
Melt semi-sweet chocolate chips over a double boiler. Dip half of the chips into the chocolate and carefully lay on the parchment paper. Immediately sprinkle with toffee bits.
Combine white chocolate and oil in a bowl and melt over a double boiler. Dip half of the chips into the chocolate and carefully lay on the parchment paper. Immediately sprinkle with toffee bits.
Allow all dipped chips to sit at room temperature until the chocolate is set (about 2 hours).
If time is tight, just refrigerate the dipped chips for 15–20 minutes instead of the full two hours.
