Preheat oven to 400°F. Line cookie sheet with parchment paper.
Place figs, water, and 1 Tbsp granulated sugar in container of KitchenAid blender. Cover and blend on medium-low speed 30 seconds or until smooth. Set aside.
Combine flour, oats, baking powder, salt, and remaining 2 Tbsp granulated sugar in medium bowl. Stir in oil and 3 Tbsp milk, 1 Tbsp at a time, until mixture forms a ball.
Roll dough into 12" x 9" rectangle on lightly floured surface. Place dough on prepared cookie sheet. Spread fig mixture in 2-1/2" wide strips lengthwise down center of rectangle. Make cuts almost to filling at 1/2" intervals on both long sides. Fold strips over filling, overlapping and crossing in center. Bake 15 to 18 minutes or until lightly browned. Cool completely on wire rack. Cut into bars.
Place cream cheese, powdered sugar, vanilla, and remaining 1 Tbsp milk in blender container. Cover and blend on medium speed until smooth. Drizzle over bars.
